Its pretty ironic that the unwelcoming attitude of the city translates to the interweb.
City hall has been aware of this issues forever and refuses to take 5minutes to properly configure their webserver. I know because i write to them about once a year asking them to fix it.
I've noticed this, too. Without a "www" prefix the phila dot gov website is inaccessible. One can only speculate as to why this problem wasn't fixed long ago.
